tuner got the right to lock my fc commander?

I would like to know does tuner got the right to lock(set password) my fc commander?

The scenario happened like this....

need help to identify ecu ( mitsubishi 6a12tt ) for auto and manual transmission if the only thing u have in hands is the ecu itself together with the serial...
