i would say half luck half skill, your luck depend on the location of those ppl and good skill means you know how to make use of the blue ariel shot to hit the guy down and kena one of the girls..

kena 2 special together and then used up all 3 red shots should easily make you go over 10k as long as you don't hit those slow down boys.. got stuck at 8k cuz missed a special, and then follow up with 4 unlucky one.. stoped.. wan try again :D
