high rpm on evo3

hi,
my evo3 engine has just been rebuild with engine rebore to bigger pistons.i start the engine,the rpm stays o.k but everytime i floor the clutch and take it for a ride,the rpm started to get higher & higher until reached 2500 when in idle.my foreman said there were leaks in the i/c piping & leaks in i/c hoses.i repaired and replaced them but the high idle was still there.i also just cleaned the t/b and ruled out the t/b problem possibility.i also have tried adjusting the idle at the (skru adjus idle la..)
i only set the f/p/regulator to 4.can someone please help to fix this??
for your info;
i'm using ogura clutch (klac loceng) it seems that everytime flooring this clutch and changing gears during ride,the high rpm happened,
safc (but not fully tuned),
a/campulley (not tuned also),
stock injectors,
stock fuel pump,
264 cam only the for the intake,
please help!!!

make sure ur safc settings is on 4 cyclinders and it is on karman

thanks guys..safc is tuned to karman & 4 cyl arrow pointing up.yes,i have done that.i don't set any low or high throttle settings.just leave it oem.it's a possibility that my t/b is kong..need to check.
