pre amp or hu which is better??

im currently using toyota j spec stock player,wanted to stop wasting my time and money on disc with limited tracks,so i tried to look for usb Hu(actually anything that play my pendrive tracks) in the ice marketplace and i came across these 2

my budget is onli below 400,since these 2 are around the same price and if the preamp is used on the j spec stock player,which is better?preamp or change the Hu instead?

why need pre-amp when u can pick a better 4channel or 5.1channel power amp??
and most current HU can adjust the sound channel independently (where it used to be pre-amp job)
