Turbo not level or balance

I tried to do my own research but still not satisfied..
Can a turbo performance drop due not level.
Last time i did my banana its 'tapak' was not really level (see picture) i had 2 turbo change..due to not proper...

one more issue..recently i replaced my engine (halfcut condition) but the problem is...the engine overheat due to water leak at the...
