Tyres can be obtained easily, but with very wide wheels like 13x7 or 8, needs hacking of the wheel arch to allow for tyres to turn in. You need arches to cover those wheels, if not during rain a lot of water will be picked up by the tyres and cause the side of your car to be dirty very fast. Rover's sportpack option which came with 13in wheels, had a different steering rack as well, to avoid the wheel rubbing the inner arch during full lock. The other advantage of using 13in wheels is that when you go over speed humps, not much scrapping of the undercarriage.
