Advice to change name

Hi there, I having some problem to change the name for the car due to the original owner is missing but the current owner stating that all can be settled with a proper amount without the real owner in jpj, is it possible? And also the the original owner is still alive but unable to locate him, kindly advice asap thx guys

is this "current owner" a family member of the "original owner"? i wud suggest highly for u to uncover all doubts pertaining this matter with the jpj, tq sir
