ok... i for one does not know much about cars.... still considered a noob... however, if mechanical parts and moving parts are concerned... i do have a fair amount of knowledge......
as for this lower bar issue.... i think there is a reason why it is installed... if the car is used for notmal driving... meaning no extra stress on the abs or chasis... i think that bar is not needed at all... however, if the car is constantly used in high speed... and high speed cornering... that bar might just be your life saver... this is because from what i am seeing... that rod that is attached to the screw is used for alignment of the rear tyres.... meaning it is the part that holds the rear tyre straight.... and the screw if i'm not wrong is a M12 or M16 size screw... which is quite small.. and the length of the screw is quite long... therefore it might give way... this is due to the force exerted to the screw... and because the screw is only held at one point... overstressing it will definately have problems in the future... such as the screw being bended... however, if there is a plate holding the free end of the screw, the force would be greatly reduced and thus preventing the screw to give way...
but then again there is a downside of it... if that thing is fixed... and one side of the rear wheel is banged, there is a possibility that the other wheel might suffer from some missalignment issue... or worse case... both the screws will break...

well in terms of mechanical reinforcement... that piece of metal does help alot in the long term... just my 5cents....
