What are the major different for the comps stated above?

Need some advise and recommendations about upgrading my ICE (really hope someone can shed some lights on this) :

My ride : Stock std Perodua Viva
Song preferred : vocal & occasionally some dance songs (mostly CD-R quality)
Proposed HU : Pioneer 4250SD
Proposed Comp : Boston Acoustics (either one above)

Wanted to add a 4 channel amp and a sub with box but space is really an issue for me. Active sub help? And sometimes the "wind" noise when traveling above 120kmh does annoy me :( .

My budget cap would be max at RM 1500 inclusive of installations.
Someone please advise.
