Suggestion on laws for demonstration

As everyone nowadays likes to participate on demonstration, rally, protest or etc, I would like to suggest with few things to make the activity automatic approved but at the same time, do minimal damage on other people who don't wanna involve. So it will be fair to all parties.

1. On street type of demonstration.

1a. Don't need to be approved. Just need to register to the police station with 14 working days notice, with the reason(s), plan(s), and etc, in order to let the police force to prepare their man power for making sure nothing going wrong. This including for aliasing with the hospital, bomba and etc. Minimum 10 persons must sign for the responsibility.

1b. The leader(s) must buy a bank draft for minimum of RM500k (refundable) for the 1st 2000 people who participate. More than 2000 people, every 1000 people add RM200k (refundable). 2001 people will have to pay RM700k (refundable). The bank draft will be attached to the register form at the police station as a deposit for anything damaged or rubbish cleaning cost.

1c. If any damage/clean up cost more than the deposit, the leader(s) has/have the responsibility to top up the rest. Fail to do that will have to face the jail for maximum 4 years, or 4 whips, or both. If the leader(s) age more than 60, he/she must not excluded from the punishment.

1d. In order to control the situation, all participant(s) must wear something to be recognized, like special printed T-shirt, cap, small flags or etc, as long as can be noticed within 5 meters away.

1e. The leader(s) has/have to ensure the activity will not cause traffic jam. Must have good planning, example like walking 1 by 1 or held in mid night/early morning. The traffic police will be supervise on site and will advise the participant(s) if they had breach the rules. Anyone fail of following the rules, the leader(s) will have to take action immediately to get things right. If the situation our of control, the leader(s) must cancel the activity on the spot and make sure everyone dismiss in a good manner. Fail to do that, the leader(s) may have to face a maximum 4 years jail or 2 whips or both.

1f. No weapon(s) or anything that can cause injury or damage allowed for anyone participate.

1g. No one can ask anyone or any shop or etc to provide supports, like drink(s), food, and etc.

1h. The participant party must prepare/have own control unit, emergency respond unit, and/or other thing that can make the activity under control.

1i. Anyone besides the leader(s), if breach the rules and do not listen to the police advise(s), will be charged as the same as the leader(s), regardless if the leader(s) will be charged.

1J. If the police can provide a valid reason that to delay the activity, the leader(s) must revise their plan and re-submit.

1k. If anyone seriously injured, permanently disable or die, cause by the member(s) from the activity, the person(s) involved and the leader(s) may face additional charge as on the current law.

2. In door demonstration

2.a Don't need to be approved by police but need to arrange an enclose place like stadium, hall or etc. Just need to register to the police station with 14 working days notice, with the reason(s), plan(s), and etc, in order to let the police force to prepare their man power for making sure nothing going wrong. This including for aliasing with the hospital, bomba and etc. Minimum 10 persons must sign for the responsibility.

2b. If the place that rent or borrowed, or etc is(are) belongs to the gov, the leader(s) must buy bank draft for deposit (refundable). Minimum amount will be RM5000, maximum RM200k

2c. The person in charge of the gov properties must provide a valid reason if refuse to let the building/place to be use for the activity. Else let the court to decide.

2d. Repair/cleaing up cost will be pair/done by the organizer(s).

2e. If the place belongs to private, it will be the owner(s)'s call for the terms and condition.

2f. Other rules, will be same as [on street type of demonstration]

2g. Activity cannot be extended out of the enclose building/place.



3. Anyone can sue the leader(s) or participant(s) for compensation if activity had contribute to their (but not limited to) properties damage, down time lost and etc. In this circumstances, the deposit will be return in 30 working days after the activity end. But the people reserve the right to sue the leader(s) or participant(s) after the 30 working days. The court has the rights to freeze the deposit before refunded, if anyone raise a report against the activity.

4. The insurance or any company employee benefit scheme or etc will automatically suspend for those who participate in the activity, from departing from point A (house, working location or etc which ever nearer) till they dismiss and return to point A or home (which ever nearer).
 
I'll find a lawyer partner and form a company specially for organizing demonstration, rally, protest or etc event :P
