Where to Rebuilt Turbo??

My friend turbo consume a lot of oil, need to rebuilt.

He already tried to look around chop shop but no warranty for those turbo, so don't dare to buy it.

He plan to rebuilt back the turbo.

Anyone any place that can rebuilt it?
