Oil squirters are not as important as u think. Its not necessary, shouldn't have to be in your criteria list when choosing between the 2 blocks.
Whats more important is to understand that neither of these blocks are 100% compatible with the 4G91 head, because the oil passage for the block and head will not be aligned. If u are to get a 4g92/93 block, go for a 4G92/93 head as well. It will be more reliable that way.
Upgrading block of course increases the displacement, thus you will then need engine management, bigger injectors, fuel pressure regulator, quite possibly a bigger fuel pump as well, just to say a few. There are more supporting mods.

You can change the air filter if u fancy it, which only increases 2-3hp (which of course u won't really be able to feel the difference driving it on the roads), but as for exhaust, if u're aiming for fuel efficiency, then maintain your stock exhaust.
My Satria last time running 4G91 with stock 1.3 exhaust, managed to get over 500kms per full tank (some 4G91 owners I know can clock up to 600km per full tank with some highway driving). AFter change exhaust, about 420-450km max only.
