The list of changes you can make without JPJ approval are as follows:

Installation of air spoiler at the front or rear of the vehicle.
Installation of side skirt, aerofoil and door visor.
Installation of protecting guards at the front or rear of the vehicle.
Minor modifications on the radiator grilles, bonnet, or the shape and design of the lights.
Minor modifications to increase the width of the tyre wings or mudguard.
Modification or installation of bigger bumpers (steel or fiberglass) at the front or the rear.
Installation of bigger rims and tyres.
Installation of carrier brackets on the roof of the car.
Installation of sunroof.
Installation of additional brake light (red) or signal lights (amber).
Installation of spotlights or halogen lights (white or yellow) at the front only. This refers to the installation of lights in addition to the existing headlamps.

--------------------------------------------------------------------------------
Note: This list can be amended from time to time
--------------------------------------------------------------------------------

However, these minor modifications and installation of accessories must comply with the Motor Vehicles (Construction and Use) Rules 1959 or the Motor Vehicles (Construction, Equipment and Use) Rules 1988. For example:
The air spoiler, aerofoil or side skirt must not exceed 150mm from the outer edge of the rear tyres (Diagram 1 and Diagram 2).
The door visor must not exceed 100mm in width and height (Diagram 3).
The use of bigger rims or wider tyres must be completely covered by the mudguards or mudflaps (Diagram 3).
Protecting guards must not cover the lamps. Sharp edges or protruding parts must not protrude more than 100mm. In addition, the overall width must not exceed the width of the original car make-up.
If bigger bumpers or protecting guards are installed, the addition at the front or rear of the vehicle must not exceed 50% of the vehicle’s wheelbase.
The distance between the headlamps and signal lights from the body of the car must not exceed 300mm and 400mm respectively from the widest part of the car body after modification.
Carrier brackets must not exceed the length and width of the car roof. Carrier brackets must not exceed 400mm in height.

Modifications that require prior approval from the JPJ
If the modifications or instalment of additional equipment that you intend to make will result in a drastic change in the shape, size, stability, safety and original specs of your vehicle, a written permission from the JPJ is required before you can proceed with the modifications. These modifications would include:

Modifications to the monocoque frame of the vehicle.
Modification to the original size and shape of the vehicle.
Modification from a sedan car to a convertible.
Modification to the fuel combustion system.
Modification to the brake system.
Modification to the steering system.
Modification to the wheelbase of the vehicle.
The use of fibreglass body to replace steel body.
Change of engine.

--------------------------------------------------------------------------------
Note: This list can be amended from time to time
--------------------------------------------------------------------------------

For the above modifications, or any other changes that are similar to the example given above, the application for approval must be submitted to:

Pengarah
Bahagian Teknik
Jabatan Pengangkutan Jalan
Aras 2, Blok D4, Parcel D
Pusat Pentadbiran Kerajaan Persekutuan
62620 Putra Jaya.
Tel: 03-8888 6693

The documents that must be submitted together with the application are:
Completed draft showing in detail the changes that will be made. These details must also include the measurements of the modifications as well as detailed procedures that will be followed in making these modifications.
Technical specifications regarding the modifications.
Where applicable, certificate or letter of clarification from a Professional Engineer (Mechanical or Automotive Engineering), stating that the modification that will be done on the vehicle is stable and road worthy.
Details of the vehicle that will be modified.

Illegal Modifications

These illegal modifications are strictly not allowed on any vehicle:
Blinking lights (except signal lights and hazard lights) at the front or rear of the vehicle.
Installation of blue, purple, or green lights.
Installation of musical horns, or two-toned horns.
Installation of spot lights at the rear of the vehicle.
Installation of tinted glass or any other coloured material that exceeds 30% tint on the front and rear windscreens and 50% tint on the side windows.

that mean is not allowed ?
how about toyota with air scoop from engine levin 4agze ?

Changing of bumper and grill (which would already have made a Wira looked like a lancer) is allowed without approval mar. Then changing of bonet, (if steel to steel) then allowed. Then if changing of bonet from steel to carbonfibre, needs approval from JPJ.

Base on the above statement, changing the whole front bodypart is alowed lor right..for example from kancil to Mira turbo, wira to Evo and satria to mirage. But y now a day still a lot of ppl scaring changing front body part? Most of the ppl said JPJ will kacau. Also see a lot in ZTH selling their bodypart due to JPJ.

It's because it wasn't clearly stated and many doesn't know their rights. Hence its a case of police authorities misusing their rights into conforming us into "grey" areas of rules and regulations..............then despite all the hassle, they just wanted RM30-RM100 .... cheapskates..........
