I'd say it's a case to case basis. In this particular case, I don't see any harm in sending out some (or a lot, to some people) of sms to spread the news about this. If you received the sms/email/etc. and you think it's just another unnecessary-panic-button-push, then you could just ignore it/delete it/etc. Else, I don't see any harm in forwarding the sms to a few friends.
I haven't got first hand news or info but a friend told me that this kind of kidnapping and asking for just a few thousand RM for ransom seems to be picking up. The reason is that it's easier to raise a few thousand RM than to raise a few hundred RM. So most families would just raise it, get their loved ones back and be more careful from then on.
