Given RM65k I would go for the Alfa Romeo 156 (if could get manual), it's easily the best looking and sounding car there. :)

When 2007 arrives,
Audi A4 1.8T (2001) would perhaps join the ranks under this category of RM65k pricing, that car with stock 170hp power, RM3k and it'll reach 250hp, is a beast. :)
Alfa Romeo 156 2.5 V6 (2000) would also join the ranks, with a few mods, it'll be the most stunning soundtrack, and oh, not to say it's excellent handling and performance.
BMW 328 (1997) perhaps might be in this category as well. A BMW, what else we expect? Handling of course. But if i'm not wrong, E36 is the worst 3 Series to date. (Worst among the best is nothing shameful IMO)
Merc C-Class 230 (1997) Sorry, nothing to add, but old mercs are still tough and well worth a second look for those looking for a comfy and reliable ride. :)
Volvo S40 2.0T (2000) I'm quite certain this model would fall to this price gap by 2007. If it does, it'll be the best performing car here. :) But i myself dunno where to source Volvo performance parts as well. ?? :)
By 2007 - I'd still go for 156 2.5 V6 (stunning)

156 2.5 v6 wif q system is very durable car. both engine n gearbox. i will choose 2.5 over 2.0 if budget permits. for now i think i will settle for a jap. spend within my mean.

Alfa Romeo 156 2.5 V6 would be fantastic at that price. It'll look sexy, sound sexy and put a smile on your face when you drive it.

the price is fanstatic. wat not fanstatic is the wear n tear
156 for me because :
1. The engine is quite powerful. Got a ride in my fren's father's car, very fast car.
2. Among all the sedan cars that i sat in, Alfa Romeo has the best leather seats, and their interior is one of the best ever, especially with the Bose sound system which not many cars have
